Hello @Scotsangel43

Thank you for joining the PayPal Help Community!

I understand your concern about the eBay charges in your PayPal account. Its possible that these charges are part of a subscription with eBay. To avoid the future scheduled payments, please cancel the subscription associated with eBay in your PayPal account. You can find the steps to cancel the subscription set up in your account here : What is an automatic payment and how do I update or cancel one? Also, I recommend you to try to contact eBay support team to request the refund for the debited charges.

Hope this information helps you,

Bindu
