I got scammed by someone who was supposed to sell me a phone, I made a purchase and never got the product and they now blocked me on everything $239 gone and I am trying to get my money back

As long as you paid using the goods/services option then you should have buyer protection.

Click on the transaction and using the report a problem link bottom of that details page report the item as not received.

Make sure you escalate to a claim before 20 days later if no item or refund.
