COMMON SCAM....do not send it.
You never pay any upfront fee as a seller or recipient of funds.
Ignore scammers that send fake Paypal emails telling you that you need to pay an upfront fee to verify/upgrade to a business account/or any other reason to accept a payment.
You would certainly never have to send funds especially via another payment processor/bitcoins/ or tokens/vouchers of any sort.
Any fee is auto deducted by Paypal at the same instant the remainder of the payment is credited to your Paypal account balance.
No funds in your balance = you have not yet been paid, even pending/held payments will still show in your Paypal account activity.
Advice is voluntary.

Sounds like a scammer.
Cash conversion fees are as you are probably aware used by banks when changing from one currency to another and some banks charge a service for a cash conversion fee, however, if paying or receiving a payment from a person through PayPal then the conversion fees should already have been completed before the transfer. Eg. If someone says please pay me in USD for the product or service then when you transfer the money you may get the option of choosing how much say 1000 pounds is in USD and that means the receiver with get the correct transfer value.
They do not need any more money to cover any international charge fee. If you are concerned contact your bank and ask their advice about transferring money out of your country using a Paypal account and converting the currency rate. - Ask if an international conversion fee is automatically applied. Perhaps some kind of fee is charged when shifting large sums of money from your country, (by your Govt) to another country but it all sounds like a fraudulent scam. I would not transfer any International charge fee until you find out from a banking authority in the UK.

I never open, send, connect, etc to any link sent via email, text or social media. It would have to be a personally thoroughly known close contact.
Never have. transfer of large sums of money as indicated in the request I was responding to... hmm. I would never use PayPal to send a large sum of money like 1000 pounds to anyone.
