My account has limitations on it and someone has sent money to it, I can’t access the money and want to send the payment back to them. How do I do this ?

Yes, it can be frustrating, but it's just something you have to do sometimes with PayPal (and all payment processors for that matter.)

Once you get through the verification procedures by providing whatever docs they've asked for, and they complete their review, they should open it back up and then you won't have to deal with it as much going forward.

It his a limitation or a full suspension?

Are you able to log in to the account and see the transaction history? If you can click into the transaction details of this transaction it should still allow you to refund from there. It just won't let you make purchases or transfer cash out until you release the limits by providing whatever documentation they're asking for.

Hi, thanks for the reply. No it won’t let me refund either. It’s given me a list of things I can’t do and one of them is refund. However I can receive it. Not sure where to go from here ??

It sounds like it must be a full suspension and not just a limitation.  Is it giving you any request to upload documentation of any kind?  What exactly did the email you received say about it being "limited" or "suspended"?
