Refund not available to make

I got a payment yesterday and my account got limited. I am not with my passport right now and am in the other part of my country. PayPal's limitation status says I can refund, but when I try to, it says "This Transaction type not allowed for Refund , please contact PayPal customer support for further details.". After the customer opened a dispute to see if I could refund, I still can't. The live support does not respond and all, always 0 agents available.
