Hello paypal community,
On 13th September 2023 I send $15 to seller but seller took my and ran away didn't send me excepted item so I raised dispute against the transaction i made. On 23rd September I received mail from PayPal that case is closed in my favour and amount will be credited back to my account. But today I recieved mail from mail that we can't complete the investigation on your claim. What does this mean? Am I reciving the dispute amount or not? Screenshot of both email i received from have attached with mail. Experts please help me

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
Advice is voluntary.
