A company (if they even are a company!) have told me I need to close my PayPal dispute case in order for them to issue a refund. As PayPal will not release my money to them due to pending complaint. So in effect they do not have my payment to refund it to me! Dreadful company that can not raise £100 to refund me. I sent the tracked package back to them last week. Signed For.

Rubbish, do not close your dispute as if you do you can't re-open it or open a second one and the merchant will then ignore you.
Of course they can refund, if they refund the dispute auto closes.
If they don't refund then make sure you ESCALATE to a claim within 20 days or it will auto close.
Advice is voluntary.
