Hi all. I received a notification from PayPal that someone sent me an invoice to make a payment of USD 500 for purchasing a anti virus software which I didn't make. Could I just leave it like that with out paying or how do I cancel or report this?

Chat answer..
Hi, thank you for bringing this to our attention and I understand how concerning it is to receive an invoice since you're not expecting to pay for any item or service to this company. Please do not worry as we got you Protected under our Zero-fraud Liability program and we can help you reverse any confirmed unauthorized transactions.
It is possible that fraudsters are sending invoices or Money Requests randomly to email addresses, making you believe that it is a real invoice sent by a merchant. Rest assured that you are not liable to pay for the invoice and your account is not hacked.
We are currently investigating this activity and I assure you that we will deal with this company accordingly. Your vigilance about this matter is one of the things that helped us in continuously making PayPal a safer environment both for customers and merchants.
The good news is that no payment was made using your account for this invoice/Money Request.
Please disregard the invoice and do not click "pay" as you are not obliged to pay anything to this company.
If you have no further questions, Please do us a favor by selecting "End Conversation" located on the bottom part of the message thread/chat box to mark your concern as Resolved/Addressed.

This is the person sending these and they should be auto-blocked within Paypal..
But it seems they still have access to their accounts.

Hello @Steve421 and @hubbard_minpin,
Thank you for contacting the PayPal Community Forum and welcome as a new member @Steve421!
I am sorry to know about the trouble with fraudulent invoices. I know this can be quite concerning and recognize the importance of getting this taken care of. If you don't see the cancel option, click on the invoice first. You should then have the option Request received or Invoice Received. After that, you should be able to see select decline/cancel. Now, there should be a report spam/block and report option also. If you do not find any options, please forward them to phishing@paypal.com, and can ignore them safely. Our concerned team is working hard to have this sorted as soon as possible.
Regards,
Ayesha

Judging from the age of postings regarding this issue Paypal as been "working" on resolving this issue for years now without any meaningful difference. I still see the invoice but can't cancel it as well

I went ahead and did a "Cancel"
and what ever else I needed to do.
I then removed my credit card # from paypal, in case someone tries to charge me.
