Pending receiving on recently permanently limited account

Recently, I have sold something and had to split charge on PayPal, which soon after I got hit with a swift permanent limit for whatever reason.
I have money pending to be received, I understand after the 180 days I can withdraw from my balance, but, what happens to the pending money I have yet to receive in my balance?

You have to wait 21 days once you reach your limit because they think you're a suspicious seller now. My limit is $700 and they find it suspicious that I sell a lot. They don't realise that we have bills to pay, and we sell things we don't want to. PayPal is falling from grace.

Yeah, considering I've mostly used PayPal as a glorified convenient quick pay, probably never bothering with them again with how they treat so many people. Of course, not that this will affect them one bit. I don't even know what "your limit," means, I have no clue what limit they've given me. 
Have a legitimate issue or case you can provide plenty of information on why you are not a risk to them? Nope, "shoo shoo," paypal goes as they completely ignore you and refuse to admit they're in the wrong. Even if the customer is in a wrong in someway, they never elaborate as to what, just forever left in the dark on what your mistake was. 

I'll wait some more but my estimated transfer to receive my money was suppose to be on the 5th, definitely a worry that I'll suddenly lose 6000$ over PayPal's incompetence and hostility towards anyway who dares receive money.
