Paypal account got limited, and asking for documents which I don't have(Freelancer)

Hi,

I've been using Paypal since a year, and I connected it with my Fiverr profile which is a freelancing platform, and since then I am  withdrawing my money from Fiverr to my bank using Paypal, and receiving money from clients through Paypal, and I never had any issue, yesterday out of nowhere after I received another payment, Paypal limited my account and asking me license and supplier contract and what not.

Being a freelancer I don't have all these things, I contacted Paypal help, and told them my story, after having some conversation, and getting some business information, they said that they're moving ahead for review and I've to wait, now I again got another email and they're asking for the same thing again, and now asking even more like "Service Agreement" and Income tax return and what not, being a small freelancer, I don't have all those. what is the solution for this, please help my funds are stucked there,

Create a Word Doc or pdf explaining why you do not have the requested information. Once you have created this, you should be able to upload it to resolve this step. It is not guaranteed that it will be accepted, but providing this will allow the step to be resolved and once all steps have been completed, the account will move into review.
