PayPal supports scams now??

I purchased a product on G2A, they sell product keys, anyone with a steam account will likely know what this means. You can buy a product code and redeem the product in your steam account. I purchased something that was listed as a steak global product. I purchased it and instead of receiving a code, I got sent a email address and password. Confused as I know the buying and selling of steam accounts isn't allow, infact steam state they will ban any such accounts. I raised a case in PayPal as I felt scammed and mislead on the advertisement regarding what I actually purchased, told them it's actually illegal as steam stated, as also because I don't have the email password, whoever sold the account can just change the password and I'd lose access. Anyway, PayPal refused to refund the money saying, apparently, it was what I purchased??!?! How can they support this when it's literally not allowed by steam, the account gets blocked the seller changes the password, I've lost my money and been scammed.... I joined PayPal so I wouldn't get scammed and this?? I'm absolutely disgusted despite all the details I gave, they decided it was okay and didn't care.

They really shouldn't support G2A. I was scammed on that site too being provided with used keys for MS Office and Windows that can't be used for activation, which is the equivalent of getting nothing at all. Paypal refused to refund my money saying "We have reviewed the claim(s) you filed and decided the case(s) in the seller's favour. This decision was made because we received shipment tracking from the seller confirming that the item was delivered." This was after I supplied screenshots proving the keys were unusable.

I'm not even overly bothered about losing the money, but I am annoyed that scammers can easily use PayPal to steal from their victims and have PayPal back them up which is disgusting.
