PayPal refusing to credit me back after being charged twice.

Back in December I made a purchase and the merchant was PayPal Forward (clothing company online).
I went to return the item, which then appeared to be delivered across the street from the factory store (Which the return label was given to me by the merchant.) I then opened a dispute with my credit card (Amex) which is how I made the purchase through PayPal. I was given a temporary credit for this as Amex reviewed the case. The following day, the merchant refunded my credit card. Once Amex saw this happen they took back their temporary credit. Everything was perfect and zero'd out. Now 4 months later I receive a debit to my PayPal balance since I received a "duplicate" credit from both the merchant and Amex. Amex stated everything is all set on their end and to contact PayPal which I am unable to speak to a representative due to my "negative balance" There seems to be nothing that can be done and all I want is to resolve this and upload the documents that I have stating that I was only given 1 credit and I did not end up with 2 credits. PayPal PLEASE look into this and contact me.
