PayPal asking for proof of police report due to UPS losing an item

Bought 4 wheels, recieved 3 through the courier, one came singularly and two days later 2 came attached together. I signed for the parcels on delivery and stored them, never were the items left unattended. The seller stopped replying when I told him that I was missing a wheel so I opened a dispute with paypal. PayPal has asked me to provide proof of a filed police report, the only problem is no criminal act has been committed. If we prosecuted couriers for losing parcels we wouldnt have any couriers left. How are the employees of paypal so incompetent and down right ignorant to the fact they arent aware of how the law works? The seller has to refund the amount it costs for a fourth wheel to which they are reimbursed by the courier. If the seller posted without insurance that's their fault. Sort it out PayPal you belligerent baboons and do a Twitter and sack half of your staff because I wouldn't pay them in peanuts.

Just imagine the waste of tax payers money if the police were to investigate every missing parcel. I actually dont understand how people can be that stupid. Sometimes I wonder if eugenics is a good idea
