Pay-pal fails in doing its job in protecting its customers.

Hey guys, I have an item I bought on e-bay at February the 29th of 2024. The item was purchased in Poland and the seller sent the item on time.   However, this is where the story gets ugly. The item was stuck in transit till today.   Here is the tracking number   RR574178083PL   Via https://t.17track.net   You guys can check where the item is. It never reached its destination.   I made a report to Pay-pal and Pay-pal decide to cancel the case to the seller's favor.   I thought Pay-pal is about Buyers protection. I never received the item for months. The seller never replied to me until I forced him via e-bay customer service. Then he says he helped with the refund if the complaints get through.   Now, I initiate action and Pay-pal rejected my claim that the item never arrived. Which it never did.   So how is Pay-pal protecting its customers? Update: I was able to speak to a PayPal despite team to get this case resolved.

Paypals customers are both the buyers AND sellers that use Paypal and which gives 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Paypal has let me down more then once by allowing sketchy merchants to continue selling. I have gone through all the dispute procedures only to have paypal deny my claim when I submitted proof that the item I received was not what was advertised and had no information about where it was from. I contacted the seller first via emails to obtain address to return product. They wouldn't give it to me, they just kept denying the fact that they sent different quality product then what I saw when making purchase. I mailed item back to the address on the package I received and paypal still denied my refund. So, I was out $65 AND THEY GOT THEIR ITEM BACK! Paypal disapoints me a lot. They are as sketchy as the bad sellers they protect. Shame on you, paypal.

Paypal gives some buyer and some seller protection so its not a 100% coverall.

If the buyer wins the seller is on here complaining its unfair, if the seller wins its the other way around.

Just check out and buy from reputable sites or merchants and avoid buying tat from most of the ads on Social Media that are mainly China based.
