Pay in 4 Rejected by seller

Hi I was buying an article online and the seller offered PayPal Pay in 4 as one of their method of payment but unfortunately each time I tried it got rejected by the Seller saying something went wrong with my PayPal account.  So I paid by another method.  However, I am checking my account and the amount went in 4 times but the seller never received it from PayPal. I went to the Resolution Centre but they are not allowing me to put in a dispute.  I’m now at a loss with 4 transactions against my bank statement and no idea how to get PayPal to reverse it.
