I am seeing more and more people selling electronic gear on forums (not eBay) stating they do not accept returns due to people stealing parts. So if I buy something using PP, and the item is defective, but the seller stated no refunds, am I stuck?

No, if they accept paypal then they have to abide by paypals rules.
Their ''no refund option option'' covers them for buyer remorse but not if the item is ''significantly'' other than as described.
So read up paypals buyer protection policy so you can risk assess your purchases as it does not give you 100% cover there are terms and conditions for both parties.
Advice is voluntary.
