Yesterday i got this email from PayPal and within 6 hours my account suspended and now i Can't withdraw and send money. Important: Suspension of your UK Account(s) from 1 November 2023 Dear Syed [removed], As announced in our policy update issued on 24 July 2023, PayPal (Europe) S.à r.l. et Cie, S.C.A. is intending to transfer all services provided to its users in the UK (including users resident in Guernsey, Jersey, the Isle of Man and Gibraltar) to its affiliated company, PayPal UK Ltd, upon PayPal UK Ltd becoming duly authorised to conduct its regulated activities in the United Kingdom by the Financial Conduct Authority. The Financial Conduct Authority has confirmed its intention to authorise PayPal UK Ltd by 1 November 2023 and PayPal UK Ltd will be operating fully from 1 November 2023. One of the conditions of PayPal UK Ltd’s authorisations is that the provision of regulated products and services for a very limited number of existing UK account holders will be prohibited from 1 November 2023 until further regulatory requirements are met. The PayPal branded (wallet) products and services that we provide to you in respect of the UK via your PayPal UK account(s) will fall within this category of prohibited services once they are transferred to PayPal UK Ltd on 1 November 2023. We are hereby informing you that we will have to suspend our services to your UK account(s) with effect from 1 November 2023, as required by applicable law. This applies to all services for your PayPal UK account(s). Rest assured that you will still be able to access your account(s) to withdraw any funds in your balance after this time except for any amounts which are subject to account limitations or restrictions pursuant to our User Agreement. All pending transactions, reversals, refunds, amounts due to PayPal and/or your customers (including adding any necessary funding to implement this) and disputes as of the suspension date will still be processed in the normal course. Any services you receive from PayPal which are not via your PayPal UK account(s) are not affected. Your PayPal accounts outside the UK will continue to operate as usual. We understand that this is a short time before the suspension occurs and sincerely apologise for the inconvenience caused. We understand this may be disappointing. PayPal takes its regulatory obligations seriously and we are fully committed to complying with all applicable laws and regulations. Our customer services team are available to discuss this. Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

PayPal support staff are unable to provide any information regarding this matter. They state that no one in PayPal is able to explain why this has happened which seems highly improbable. It is presumably related to changes in the regulation imposed by the FCA and the fact that from the 1st November 2023, PayPal UK is the legal entity to which UK account holders are being transferred. Without recourse to someone who can explain this or the right to dispute the suspension, it is highly frustrating. I am UK based, use PayPal all the time for many transactions, including many subscriptions. I am old and retired and have never engaged in any activity that could run foul of FCA regulations (assuming that is behind the suspension) so am deeply frustrated by the inability to fathom what is going on. I intend to raise the matter with the FCA directly for some clarification.

Same issue here and someone I know also has this issue. The email states it’s because of UK regulatory issues. Called PayPal who said it appears to be because my account is a Premier account and they wanted to check it’s not being used for business. They’ve submitted an appeal form and takes 5 working days for a decision. Additionally, if you go into the Message Centre and talk to the PayPal Assistant and say Limitation then tap Yes, it gives you a bit more detail, such as if it’s because of one reason or multiple reasons and how long to wait (if an appeal has been submitted for your account). Awful experience and no information really at all.

I am in this exact position, I have had limitations on my account since late October, I have spoken to PayPal 3 times on the phone but I still don't know what the situation is. I have been told it has something to do with a debt, but everyone has said they can't see a debt on my account, which I have had for 20 years with no issues. When speaking to them, they have consistently been unable to supply any answers/solutions to my issue. I have been able to withdraw my balance back to my bank account.
What I would really like to know, is do I just close this account and set up a fresh account? I am very reluctant to keep having to pay online for things with my debit card (I don't possess a credit card, as I don't trust myself with one...), so any help from here would be greatly appreciated....

Debts won't show after 90 days on your account as they are passed on to a debt management company (if there was a debt).
However if you have a permanent ban then its you that has been banned not just that paypal account.
So Paypal limits that account so you can't close it. This is to stop you opening another paypal account with any of that linked information.
If you did open another account that would be banned to unfortunately.

Thank you Kernowlass for responding, is there anyway I could actually find out what the original issue was, I know for certain that I paid all monies owing to them and I had a credit balance for at least the past 90 days and I am at a complete loss about how to find out definitively what their problem is....
