I've been scammed and now I'm fighting with PayPal to re-open my claim/dispute

I hope someone here has a suggestion for me. Unfortunately, I got scammed by a merchant. I received counterfeit product so I called PayPal and opened a claim. Later the merchant asked me to close the claim and promised that he will send the correct merchandise. He gave me some sad personal story and let me know that it's not his fault but he will send me the correct merchandise even though it's coming out of his own pocket. I called PayPal and I asked what happens if I close the dispute and later the vendor still doesn't send back the merchandise. I was told that is not an issue and that I can call them back and reopen the dispute. Based on the fact that I was told that they can reopen the dispute and for the small chance that the merchant was telling the truth, I went ahead and closed the dispute. I know I was being naive/stupid but I felt bad for the scammer and I'm not in a good financial position so his sad personal story got to me.
Now PayPal is telling me that there is nothing they can do and they can't reopen the dispute. They advised me to contact my Credit Card. I reached out to the Credit Card and they told me since now it is over 60 days there is nothing I can do and I need to eat the $722 loss. I don't have a lot of money so this loss is very painful. I contacted PayPal again and I finally got some supervisor who told me again that there is nothing they can do. I asked her to make an exception because I was given the wrong information from an employee (agent) of PayPal and that is the reason why I agreed to close the dispute. She still wasn't willing to budge but agreed to open an investigation so they can listen to our recorded conversation as well as put in a request to send me the recorded conversation. I'm hoping that once I have the recording someone with authority and common sense will realize that I was hurt based on incorrect information that was provided by one of their employees (agent) where they would be willing to take responsibility and reimburse me the $722 that I lost.
Any suggestions on what else I can do or who I can contact to get the $722 reversed would be appreciated?

I received a note from paypal that the counterfeit coins I bought weren't misrepresented. WHAT??????
