I have not been able to receive PayPal 2FA or identity verification codes for three weeks.

Three weeks ago I attempted to log into PayPal only for my SMS 2FA codes to not arrive, like they normally do. I'd attempted to login a few days prior and was successful. I was able to login on another device and used that device to enroll a TOTP 2FA authenticator in lieu of functioning SMS 2FA. I've been able to login several times after using TOTP but I have yet to receive any text messages from PayPal.
Today, I attempted to login to PayPal again, on an iPad that's specifically set to "Trust this device", and was given a *different* identity verification that requires an SMS code or my on-file credit card number. SMS messages are still not arriving on my phone, so I had to use my credit card number. When I got into my account I checked my phone number and it's still there.
PayPal Assistant (which is less than useless) recommended re-adding the same phone number, but I'd already tried that. PayPal does not allow you to remove a phone number from an account without first providing a replacement phone number, and I only have one phone number. So I can't re-add the number (no I'm not buying a second phone plan just for PayPal's identity verification department). PayPal Assistant also refused to open a ticket as it was "after hours" (just... save it for later, I don't need an immediate response, I'm not locked out).
For what it's worth I'm on Google Fi for my phone plan. SMS 2FA texts arrived just fine until about a month ago, then they stopped arriving and now I'm worried I may be locked out of my account in the future because PayPal can't route text messages correctly.
Yes, I checked the Spam & blocked section of Google Messages. No, the 2FA/verification codes aren't going there. I'm able to get text messages from literally everywhere else but PayPal. How do I fix this?
