I got scammed what should I do

I was to I would get $1500 for $15 they even showed me a picture they were ready to send it but after I gave them $15 they are say $75 for PayPal attorney fee like what so what should I do and it was family and friends so I can get a refund

As you said you were scammed, sadly nothing you can do if you sent a gift of money via the friends/family option.

You never pay money to receive money !!!
