Hello PayPal Community,
I hope you are all doing well. I'm seeking some guidance regarding a PayPal account issue that has been ongoing since 2018. My account was permanently limited, and I've been unable to access my funds ever since.
I understand the importance of PayPal's security measures, but I would like to inquire about the process for withdrawing the funds that remain in my permanently limited account. These funds are crucial to me, and I would greatly appreciate any assistance or advice on how to proceed.
If anyone has experience or information about this situation, I'd be grateful for your insights. Your assistance will be of great help to me in resolving this matter.
Thank you in advance for your time and assistance.
Best regards,

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
Advice is voluntary.
Kudos / Solution appreciated.

Hello,
I hope this message finds you well. I would like to express my gratitude for your prompt response to my previous inquiry.
However, I am currently facing some challenges in reaching your customer service department. The phone number provided does not seem to be connecting, and I am uncertain whether this issue is related to my geographical location or perhaps a matter of time zone disparities.
Regarding my attempts to seek assistance through social media, I did manage to obtain a response on Twitter. However, it appears that the response may have been generated by an automated system, which directed me back to this community or messaging platform. Unfortunately, I have been informed that it may take up to 90 days before I receive a reply in this manner.
As a result, I find myself in a state of confusion and uncertainty regarding the resolution of my concerns. I would greatly appreciate any guidance or assistance you can provide to help me address these issues effectively.
Thank you for your attention to this matter, and I look forward to your assistance in resolving these challenges.
Sincerely,
Samuel

I have given you all the options to contact customer services.
If you can't manage to contact them via 1 of the 5 options that I gave you then unfortunately not a lot I can do about it is there.
Most folks manage to contact customer services worldwide using one of those options.

Hello @kernowlass
I trust this message finds you well. I want to express my gratitude for your assistance thus far. However, I find myself in an increasingly alarming situation regarding my PayPal account.
Upon logging into my account recently, I was dismayed to discover that my remaining balance had been transferred without my authorization or knowledge. This has left me deeply concerned and in urgent need of assistance.
Despite my best efforts, I have been unable to reach PayPal's customer support through the usual channels. My calls have gone unanswered, and the phone lines seem to be perpetually busy. The frustration of being unable to connect with a human representative for help is mounting.
The only avenue where I've received some response is through PayPal's Twitter support center, but the information provided has been limited, and I'm still left in the dark about the status of my funds and what led to this transfer.
I'm reaching out to you in the hope that you might have some insight into what has happened with my funds and whether there's any recourse for me to recover them. This situation is causing me significant distress and financial hardship, and I'm eager to resolve it as quickly as possible.
If there are any specific steps or information you can provide to help me understand and rectify this issue, I would greatly appreciate your guidance. I am willing to cooperate fully to recover my funds and restore my account to normalcy.
Thank you for your continued assistance, and I look forward to your response and any assistance you can offer in resolving this pressing matter.
Warm regards,
