Refund payments on hold when my account is permanently limited

Hey all!My account was permanently limited without any explanation. But my biggest problem is that my customer by mistake paid twice and I cannot find the way to issue refund to his payment as it is on hold. Do you know if there is any solution to it? And I would gladly refund all the money to the customer if I could but now neither me neither my customer have the funds as they are on hold and completely frozen.

You can either phone customer services and ask them to issue the refund for you.

OR your buyer can open a paypal dispute to get their funds back.
