I recently sent money to a friend who was to send me an item I wanted. After paying them and it confirmed as being withdrawn from my account my friend said they have not received the money and therefore they are not sending me my item. They said the payment is showing as "Hold." PayPal won't confirm this. I believe I have been scammed by my friend and if the money is actually in a "Hold" status, why can't I cancel it and have the money returned to me.

IGNORE @Technicals THEY ARE SCAMMERS AND HAVE NOTHING TO DO WITH PAYPAL.
DO NOT SEND THEM ANY MONEY.
To answer your question ....
1. if you funded your paypal payment using friends/family and its showing as SENT in your paypal account then it means your friend has the funds.
2. If you funded your paypal payment using goods/services then the funds may well be on hold as per links.

I appreciate your response and I do understand what you're saying. However, they showed me a picture of where it says that the money is in a "Hold" status and it's been that way for over a week. So, if they are not going to receive it what will PayPal do with it? Obviously they can't keep it so will it get returned?

If you sent the funds using the goods/services option and your friend is new to receiving goods/services payments then the hold would be applied as per the links that I posted. So how do they not pertain to your question???

You didn't say they were OR were not new to selling.
Also the 'hold' is for more reasons than just being new although that is the most likely.
If the funds are ON HOLD then the information in the link is relevant, so try reading it.
