HELP! Customer Returned Item back to us damaged during a dispute

Customer returned item back to us damaged during a dispute case. Upon delivery the box had sustained major damage clearly exposing the product had sustained major damage. Upon advice of UPS we immediately refused delivery of the item. After talking with a supervisor at PayPal they stated that anytime a product has been returned back to the seller regardless whether or not it has been damaged, the buyer will always be refunded the full amount. We would then have to force the customer to file a damage claim in order to recover our funds. Since the buyer already has received the full refund, then they have no incentive whatsoever to file a damage claim. Therefore PayPal has totally **bleep** us in this case.

Paypal only gives 'some' buyer and 'some' seller protection. They can't cover every eventuality.
However as long as the buyer is in your country you have the option of private legal action?
Advice is voluntary.
