Error message when trying to transfer money to my back account.

When on the home page of my paypal account. I press "transfer money". But get an error message when trying to enter the site. Saying "Something went wrong, try again later".
In addition, it seems I cannot use paypal to pay for stuff anymore either.
I'm not sure if my account has been restricted, or what's wrong.

I've looked through the forums, and haven't find anyone that shares the same problem as I do.

i found in my notifications on paypal that I was restricted, and had to update some of my information
