Dispute claim cancelled, but there was unauthorized activity. What to do? No one responding

Hi,
I received an amount into my paypal account on the 14th. On the 15th, someone sent the money to a CityBank account. This was not authorized by me. The City Bank account is NOT part of my nominated Bank Accounts.
First of all, how could they already sent it there, when the account was not confirmed?
How did someone get into my account, when we are promised high security.
Then I lodged a claim/dispute and it came very quickly back that they didn't find there was an unauthorized activity and that the case is closed.
I am shocked. There is also not any phone number or anyone to talk to. The help center messages are not being responded to.
What is going on?
Any advise on what to do? It this forum being monitored by PayPal employees?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
Advice is voluntary.
