Didn't get refund and claim denied because PayPal claims I got one?

The resolution center claims I got a refund but its not showing in my account. I made the purchase using my PayPal balance, not card or bank balance on 9th October and I haven't had any refunds to date in the last year. PayPal ruled in favor of the vendor who did not repond to any messages and based it's decision using a non-PayPal unverifiable platform with no transaction details whatsoever. Is it usual practice for PayPal not to ask for financial transaction as proof of a refund transaction was or was'nt made or is it that they couldn't be bothered because it was a small amount? It's the principle and ethics that's at stake here. According to them they based their decision on a document that was from a business that is not registerred with the BBB and received a F rating and were also considered BAD on trust pilot and no financial transaction details to prove what PayPal claimed. The vendor didn't respond to anything so how can the claim even be verified?

The resolution center declined the vendors attempt to refund me and sent my refund back to the vendor. I lodged a complaint against the resolution center for their lack of oversight and failure to check financial transactions before making a decision and closing cases. PayPal agreed to a special one off payment which was equivalent to the refund amount. It's good there is a method to have the resolution center investigated when it's obvious they've made a bad decision.

I understand your concern about not receiving the refund! If the status of the payment shows as refunded, this means the money is already credited in the original funding source. As you said that payment was paid using your balance, you can review your account activity from the date the refund issued. It could be possible that the refund you are referring might be added to any of the payments sent from your account. If this is not the case, you can appeal the claim for not receiving the refund by contacting the support team.
