Chargeback decline by PayPal

PayPal decline dispute and insist on refund even when the seller accepted that my account was fraudulent used and inform me to contact PayPal to process the refund. I uploaded all evidence but PayPal insist on not refunding the money back to me.... When did PayPal turn into theif please help me. I noticed a debit alert on my card linked to my PayPal account, while I logged in, I noticed someone subscribed for scribd service and 9.99 was charged from my account, immediately I remove the subscription and contacted scribd. I didn't get feedback in time and I opened a dispute immediately (unauthorized transaction) within short time, it was declined that my account details was not tampered with therefore it wasn't considered as unauthorized. I reopen the dispute again that service was not received, the vendor responded and agreed that the victims detail is Lyman José while my name is Adegoke Damilare Michael which is different totally from my account details. Instead of me to receive refund PayPal also close the case in sellers favor. The seller contacted me and apologize that I should request for refund from paypal since I ordered file a charge back but PayPal keep on insisting that they won't refund. Kindly assist because it seems that PayPal has turn into nightmare which I don't understand. Please help

PayPal is only able to approve an unauthorized dispute when it is clear someone else logged into your PayPal account. If someone accessed your device using a virus or malware, then the logins would look like you made them. If you can run a virus and malware scan, it would resecure your device.

 

Save a report of the scan and provide it to PayPal's Customer Support. They may be able to reopen your unauthorized dispute with that information. You can find the different options for contacting Customer Support here

 

If however that was not the case and your account was hacked from a 3rd party source or from you clicking a fraudulent link in an email etc then you may not be covered.

It was accessed by third party of which i provided a proof,even the vendor website proof this and informed me to ask for refund from paypal. Despite this proof PayPal is not willing to help... What on earth is this? I did not blame people that sued them. A lot of cases filing against PayPal in court which is due to this fraudulent behavior

If your 3rd party account was breached and someone used your existing billing agreement to make purchases from that account, the transactions would be indistinguishable from legitimate activity in your PayPal account and PayPal would not be able to determine that they are fraudulent. The 3rd party company would be the only entity that could potentially reverse the transactions and credit the spent funds to you, if that is within their policy to do.
