I have a fraudulent transaction on my account but the refund was refused as it says I had set up a payment arrangement. The payment arrangement was also set up fraudulently but there is no way to dispute the decision or progress further. Trying to progress any further isn’t possible as the messages just keep saying the dispute has been settled.

Check if you had a subscription set up.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments.''

Thanks. Yes the fraudster set this up before they then used it to organise sending themselves a gift card. I’ve since cancelled it. But PayPal refuse to refund because it had been set up saying it must mean it was legitimate.
