Can not access the Resolution Center

I can't access the Resolutiopn Center to fix my limitations on the account. It just hangs and won't connect. This has been going on for over 2 days.

Clear any cookies/cache or try another browser or device?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
