Can Paypal block access to YOUR bank account?

I have met someone online and I sent them money to their PayPal. They said they would send back 10 times the amount I sent. Please don't judge me. They showed me they sent that large amount to my PayPal but to receive the money I have to pay fees. Is this true? Is there a limit that my account can't receive? I also want to know if PayPal can block access to that person's bank account and money in their bank account.

Thank you for your post and welcome to the Community! I'm sorry to hear that you were targeted for what seems to be a fraudulent action.
The situation that you're describing matches a common fraud trend. PayPal does not require an amount to be paid separately to receive a payment. Fees are automatically assessed when a transaction is received. I'm sorry to hear that you have sent any amount of money to a fraudster. If you have sent the money as a Goods and Services payment, you can open a dispute as Item Not Received, but if the payment is completed and was gifted as a Friends and Family payment, I regret that there would be no recourse through PayPal for recovering the payment.
I'm sorry for the loss of funds that you have experienced.
