Account restriction + open conflict resolution+ not entered my correct data in the account

Hello,
First of all. Is there a way to contact Paypal support by e-mail and not just by phone? I don't really have time for a phone call.

So I made a 2nd Paypal account back then, on which a little money has now accumulated over time, because I have always told my friends that if they pay me something back via Paypal, then to this account. So that I simply save a bit of money on the side, as it's not on my main account where I shop online.
In any case, I didn't enter my real details (name, address) on this account. Why? Because I didn't expect that my account could/will be restricted.
It happened. Now I have the possibility to unlock my account by submitting certain documents to confirm my identity or something. The only problem is that the data on the documents must match the data entered in Paypal. This is not the case. I cannot change the name. I could only change the address, which brings us to the next problem.
I can only change my address if I have no more open dispute resolutions. But I can only resolve the existing conflict if I pay the money back to the person. But I can't do that because my account restriction means I can only receive payments and can't make any more.

 

This means that I cannot change part of my data because I first have to resolve the conflict, which I can only resolve when my account is no longer restricted. And I can only have this lifted again when I can change my data to prove that this is my account.

I hope someone has a solution or tips for this. As I would very much like to have / use the money on the account again.

Firstly you are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited.

 

Secondly if you have used a fake name on a legal, financial paypal account then its unlikely you can ever resolve it as the funds and account belong to the person named on the account who has a legal document to prove its their name and account.

If someone has opened a dispute and escalate it to a claim they should get a refund.
