It's been a while since I used paypal but when I logged into my PayPal account I was met with a beautiful red sign that says that my account has been suspended for fraudulent activity. Mind you the last activity I had on my,account was looking around the invoices tab where you can create one, all of the invoices that were "created" were set to 0€. I cannot get in contact with the customer support via chat and they have no email to contact. I need urgent help ASAP. Thank you, kind regards.

You can rarely appeal a permanent ban but if you want to try an appeal then contact customer services.
They 'may' pass it to the back office but the chances of the appeal being successful are slim. Paypal state that the decision is not made lightly and once made is usually final.

The thing is I'm not even in the US. This is a EU account, specifically Croatian. Every time I contact anyone through chat it says no agents available, their phone lines do not work and I cannot get in contact w them AT ALL!

The link is not country specific, you click on it to get the options available in the country where you are.
They must give some options? If not keep trying as sometimes they vary day to day.
