Account limitation

Account limitation: My first acc was limited and I removed all the financial details(credit card&bank). Now, I open a new acc with same info(no tel, address,name) but using diff email address bcs I asked the customer service that it will be ok to open a new one if I use another email address and remove all the financial details. I search online that we can't have another acc and it will be limiting again. I'm not sure is my old acc limited bcs I didn't approve for my bank acc to use online purchase and oversea purchase. I tried it to link with my old acc again and again when it failed to link so it looks suspicious or bcs I create old acc underage. I use this new acc to purchase online once. If I receive money from others and want to withdraw in the future. Is it possible my acc limited again?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use.

You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to open a new account.

Opening a new account is not guaranteed so you would need to check with customer services first.
