Account Permanently Limited

So, about 7months ago, Paypal limited my account permanently and I was told that my funds will be held for 180days after which I will be able to withdraw the funds. Now, it is well over 180 days and I have received a mail from Paypal confirming that I can now safely withdraw my funds.

Now, trying to withdrawal, I needed to upgrade my USD account details, but PAYPAL was denying me of that.

Is it possible to send the funds to a fellow Paypal user?
Is it not possible to upgrade my USD account?
Is there a deadline as to when I must withdraw the funds as well?

First of all, there is no deadline for withdrawing your balance. 

However, in order to send your funds to another user or to add another bank account to withdraw your balance, you will need to contact us for help with this.
