Account Limitation

I made a new PayPal account and Its verified with all documents required. I am trying to purchase some games online via PayPal but it keep saying that my account is limited, even though I went to Resolution Center but there are no notifications or Messages from PayPal, so how can I fix this and I am trying to contact the support but I cant reach them

Was your previous account limited which is why you made a new one?

Only if that was the case you are not allowed to open or use another paypal account until the issues are resolved on the previous limited account.

no my previous account was very normal, but i created new account because I wasn't receiving 2FA SMS from paypal anymore so I wasnt able to log in.
