where can I leave feedback for paypal?

This might be a waste of time. I got an email of a declined payment cause not enough funds in my account. Which is good cause I don't remember or recognize who they are. ****At the bottom of the declined message there should be a place to type back a message to PayPal with information or comments about this transaction such as "Please hold off payment because I don't recognize who the person". This would be really helpful after hours when an agent isn't available. In this situation where I needed to put more money in my PayPal account, now that there enough for them to try again, it will not be paid till I get more info on who they are first. I think this is a great idea and will be speaking to a PayPal Rep tomorrow morning. 

If anyone has feedback or likes this idea please comment or contact PayPal and let them know this should be a helpful standard for us who use PayPal accounts.

You can go to activities and click on denied transaction and click help from there to be able to do as you suggest. Yes a quicker link would be awesome. But it almost sounds like you got some phishing stuff happening? I would absolutely contact support and be absolutely certain email is from pay pal. Look at the actual email address not just the 'cover address' because they put same decal and looks very real but when you review the actual address it's not PayPal email at all.
