Hi @sweeperbroom,
Thank you for joining the PayPal Community forum. Welcome!
I can definitely understand your frustration and dismay with an unauthorized billing agreement charge in your Facebook account or other Meta platform.
If you already had a legitimate billing agreement and there was an issue that resulted in an erroneous charge through that billing agreement, please try to contact Facebook/Meta to try to resolve the issue first. If unable to resolve, you can try a Billing Dispute through PayPal if you have any compelling evidence that the charge through the agreement was in error.
If the agreement was created by a fraudster with an unauthorized log in to your PayPal account, please open a dispute for Unauthorized Access.
If the agreement was created by you in the past but a charge added through unauthorized access to a platform that is not PayPal's, it would be indistinguishable to PayPal from any other activity conducted through that agreement, and a dispute for unauthorized access through PayPal may be denied. Meta would be the entity to contact in that case.
I sincerely hope that this can be resolved for you!
Olivia
