send someone money twice in a row so as not to appear suspicious

The recipient says that since then his PayPal Account is blocked due to suspected money laundering. I just bought something privately from this person and transferred it. The concern that I am writing to you about is that the person mentioned above reported to me a telephone information from to have received PayPal that I the amount must send several times. I was not able to find this information on the internet, and I kindly ask you to confirm this and/or to activate his account again, since this person has since assumed that it is my fault that his account is now blocked. According to the recipient, the hotline is in Ireland.

I do understand your concern about your purchase. Our internal security system reviews every activity and may block it for the suspicious activity. PayPal will never ask the sender to send money multiple times in order to activate the receiver's account. Once the account is blocked, there will not be any transactions taking place in that account. Here's the help center article to report any stances of fraud to PayPal.

 

If there's any issue with the purchase, our PayPal protection policy covers you if certain requirements are met. You can report the purchase in the resolution center of your PayPal account and the steps to report the purchase can be found here. You will have 20 days to resolve it with the seller. If the seller is not responding or you can't come to a resolution, you can escalate the dispute to a claim. If you escalate your dispute, PayPal will review it and decide the outcome. If we need additional information from you, or need you to take action, we will email you. You can check the status of your dispute at any time in the Resolution Center.
