"Account is locked or inactive"

I'm trying to buy something on a site and a message pops up saying "Account is locked or inactive," but I can log in to my account just fine and I see nothing wrong with it. What does this mean?

I know that not being able to complete a payment can be concerning and I'm sorry for the trouble! That response may simply be a generic response that populates when PayPal's risk system blocks a payment or we need some more information from you. In that case, it is best to contact PayPal customer support directly for a review. This can be done by visiting the PayPal website and clicking on the "Contact" page at the bottom of the site. The following page will present you with the available contact options at that time.
