proof of address

My account requested that I prove Identity and Address to make transactions so I did. However the proof of address was rejected as the document is issued in my husband's name. My husband lives abroad and I am living with him on a family visa. How can I prove to paypal that the situation is so and that there actually is no discrepancy? And hopefully recover the account.

Another question is that paypal said it will hold my funds for 180 days. How will I be able to take it out after that time has elapsed?
