locked account, don't own a business, money i can't withdraw

I've had this issue unresolved for over a year now.

I upgraded my PayPal account to business because otherwise people couldn't send me money for some reason.
But now my PayPal account is locked with 62$ in it that i desperately want to withdraw but since i don't own a business i can't provide any information.

Is there anything at all that i can do?

Reach out to customer services and explain and see if they will allow you to resolve any issues or withdraw your funds?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
