is the "Here's US$10* to welcome you back!" I got from Paypal in Gmail legit?

I'm having trouble trusting this I'm afraid to connect my bank because it might get drained. I already claimed it and the funds is in my paypal account but I'm still worried about connecting my bank in it.

Welcome! Thanks for joining the PayPal Community. I'm sorry to hear there's some confusion over an email / promotion you've received. First, here's an amazing Help Center article on How to spot a fake, fraudulent, or phishing PayPal email or website. After that, I would just recommend you know what site you're signing into, that it's PayPal.com and not some other fraudulent or phishing site.
