- Last week I placed an order and paid using PayPal, the order never returned to the order page to complete the transaction. The address on the resulting invoice ends in <removed>. Have emailed the seller several times, no response. I am concerned that this is a scam.

that is the thing that is so disturbing is that PP continues to allow these companies to still "sell"! I will never use PP again.

163.com are all scams. I ordered from 2 different sites. One was an Eagles Nest set weighing over 950lbs. Company said it was delivered to my mailbox and the item weighed 25lbs. The other order was 2 pallets of unknown merchandise from pallet liquidations. Again the company said it was delivered to my mailbox. How can 2 pallets of merchandise be delivered to my mailbox. It makes you wonder if PayPal is apart of this elaborate scheme. Like another person stated, why would PayPal allow them to use their platform to sell. I always pay thru PayPal because I feel it is safe and secure, definitely makes you wonder. I am now awaiting refund. It shouldn't be so hard to settle dispute, they can clearly see the item that was ordered and see that it was impossible to be delivered to my mailbox.
To everyone that paid to anyone with 163com at the end of the name, do not give up or feel you just lost your money. Dispute with your bank for starters. Send your bank the proof order was never delivered. Open new case with PayPal, show them proof item/s was never delivered. If item was supposedly delivered via UPS, open claim with UPS. They will send you a copy of the tracking. In my case, I was sent a tracking which showed that tracking number was delivered to someone else.
The hackers apparently have a way to hack into UPS system and find tracking numbers for deliveries in your area, then send it to PayPal as proof of delivery. Again PayPal should be smart enough to see the item that was supposed to be delivered and see that it was impossible to deliver to a mailbox. Don't give up, get your money back.

I had no idea that I was dealing with a Chinese Website, until the notice that the item had 'shipped" arrived. There is no tracking number and no record of how the item was shipped. The amount charged differs from that which appeared on the advertisement, and I've already been billed, even before the shipping date. I've emailed the seller, but if this thread is accurate, I'm just another victim.

I want to post positive feedback for Paypal covering my 163.com scam. I too fell for the scam, ordering a 185 pound metal tool chest from a Facebook ad. The toolbox was $400 at Home Depot but $99 at the scammer website. I even mentioned to my wife that this is too good to be true, which it was. The company website, which was VERY well done, had the company name Costco Wholesale. However, the Google Chrome tab had the Home Depot sign. And if that was not enough evidence of something wrong, the website address was robannews. Hovering over each item showed a robannews link. I placed the tool chest in my shopping cart and clicking "confirm order" took me to the Paypal site where the seller was listed as an email address with the dreaded 163.com address. The Paypal payment processed, but rather than returning me to the website and giving me a receipt, it took me back to the shopping cart. With all these inconsistencies I knew I had been scammed. But fortunately, all the windows I used for the scam transaction were still open. I printed copies of all these irregularities and immediately filed a complaint with Paypal that night where I included 6 documents showing the scam and my attempt to contact the company. Yes, I got an email that my order had been shipped China Post to be handed over to USPS for delivery. China Post has a limit of 4.4 pounds, so how they were going to ship my 185 pound tool chest was going to be a miracle! Paypal came through, though, and 46 hours after submitting my claim Paypal credited me my entire purchase price. Yay Paypal!!!

Just wanted to say I am a victim too. I am totally amazed that pay pal lets this happen. The money I lost was $93 and it was for a griddle I am **bleep** off. Pay has an unfair dispute policy and they let this continue to go on. Not good. There is no way to dispute the pay pals ruling and all the sellers needed to do was provide a fake tracking number.
In my case they searched my phone and used a tracking number from another item from another manufacturer. UGH
If anyone has any advice please let me know what I can do.

Paypal's stated policy is that you are protected if the item received is not as described. I gathered meticulous documentation that I was scammed (internet addresses not matching the name on the store front, the Google Chrome tab name different than both the internet address and store front name, the seller's name that Paypal paid different than any of the above) and I was refunded 46 hours from when I placed my order. You need to keep after this if you want your money back. Gather evidence that what you receive is not what you ordered. (I cannot imagine that these crooks obtained a tracking number of something sent to you by going into your email account. You need to re-check what you posted on the using your tracking number from another item.) The burden of proof will be on you, but if you want the money back, it can be done if you work hard enough.
