Hi there, iam new to PayPal and need some help. So someone is trying to send me money from the US and I’m here in NZ. They told me I have to send me 15usd as authorisation for me to receive funds from them. Also I did not receive a notification from PayPal that They were sending me money, this is just what they have told me. I don’t want to get scammed so if anyone knows that this isn’t how things work, please let me know

Scam. PayPal does not ask you to pay to authorize payment. Someone pays, you get email and you see money in your account. Very simple.
Any applicable fees are deducted automatically as the funds hit your account.
