account go limited right after making it

hello
    i just made an account because i moved to a different country to stay within the rules of PayPal, but to my surprise my account got limited the second i finished making it, i tried to resolve it but PayPal doesn't let me do much since the account is limited, i could guess it might be because i made a new email because i wanted to be careful since i got hacked a while ago, i feel that is the only reason my account might have been limited i tried to close it but it also didn't let me, i am really hoping this doesn't take long any help or advice would be much appreciated
