You can't use PayPal anymore ??!

Just today I set up a new debit card, and signed up for PayPal and the following message pops up.
What can I do?

I am sorry to know that you're unable to add a new card. As per the information that you've shared, it seems like your account is limited. Limitations can be frustrating. It can be placed on accounts from time to time based on recent activities on an account. An email is sent to explain the reason for the limitation. Limitation is not a decision made lightly and often involves multiple factors, some of which may not be readily apparent to you, there's always the possibility of error. If you believe that there was a mistake, you can contact Customer Service and request a second look at the basis for the limitation decision and review if there is anything that was missed. If there is a mistake found, it can be corrected.
