Read the emails and account alerts. It says the reason, for example: excessive risk, suspicious activity, potential risk, violated Acceptable Use Policy, use inconsistent with user agreement, opened account while under 18 years old.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
