Why do you have to buy steam cards to get money that was sent to you?

I was sent money to my PayPal account now my account is saying the following to get my money "You received an amount of $5,000 to your PayPal account. But before it can reflect on your PayPal balance a Steam card of $200 is required for validation." Is this normal?

Total 100% scam done using fake paypal emails.

Sellers do NOT pay any upfront fee to accept paypal payments (especially via another companies gift vouchers or cards).

Any fees are auto deducted by paypal from the buyers payment before the funds are credited to your paypal balance at the same time.

I just find it strange that I can literally go into my PayPal account click on the little button that says you have a notification and there it says I have money ready to be received however I have to pay the $200 or steam card. I know that's not how PayPal works but it's a really weird cuz it's cool literally inside my PayPal account
