Why Paypal don't help the new SEO companies to get business Paypal?

Why paypal don't help the new SEO companies to get business paypal? We are limited by paypal couple of times without any reasons! No SEO clients want to pay without paypal. We sell SEO related services like Keyword research, content writing, link building, press release, web design etc.

Paypal didn't accept our application for being a SEO company! Why! Where we saw paypal's video about the importance of SEO.
